Abstract: This Ph. D thesis gives an account of the emergence of bureaucracy, with its pattern and present stage of development and growth in the state of Jammu and Kashmir. At the same time, it gives the details of the roles performed by bureaucracy in the State, notwithstanding all the manifold pulls and pressures of political compulsions, inept policy planning, lack of dedicated and motivated personnel, ambitious and autocratic attitudes of the seniors, constrained working conditions and above all, the after effects of the past political turmoil and militancy related incidences. The study started with the conviction that public administration, not only needs to be responsible, but responsive too. Actually, the success of any nation or state is directly proportional to the success of its public institutions. Common masses in J&K seem to have developed an aversion towards their government, due to many known and unknown reasons. Very few people believe that J&K government really functions; while most of them believe that it is incompetent. All this has led to a crisis in the public institutions of J&K
